Do I still have to provide proof of insurance if the accident caused little to no damage?
I got into a very small accident with someone in a parking lot where barely a scratch was visible. I offered the other driver $400 cash which was more than enough to cover up the scratch, but he still requested proof of my insurance. Do I legally have to show him or could I have not?

Providing proof of insurance immediately after an accident, regardless of the extent of the damages, is the law. Uninsured car accident compensation is simply not enough in the eyes of the law. If you do not provide insurance and leave without doing so, you'll be charge for "leaving the scene of an accident" which is another traffic violation in itself aside from the car accident claim.
